According to ICAC, Allan Michael Blackstock used his position to funnel more than $4.28m in track repair work to a private company he had set up called Precision Wirefeed Welding. He had been the head of welding in the metropolitan south area of the rail network.
Blackstock made $1.35m from the scheme, while his partner made $1.1m. The two men also faked $30,000 worth of invoices for work that was never done, and engaged in the practice known as ‘job and knock’, where falsified time sheets are submitted for extra pay.
The ICAC has denounced these behaviours as part of the systemic corruption which had become entrenched in the State-owned NSW rail company.
